NoWcard English National Concession Major Renewal March 2023. March 2023 is the 3rd major renewal of NoWcards since the introduction of English National Concession on 1st April 2008. As passes have a maximum expiry date of 5 years, there is a higher volume due for renewal on 31st March and the beginning of April 2023 than normal. From Wednesday 15th February residents will be able to subscribe to the 2023/24 green bin collection service. The subscription price for the 2023/24 garden waste collection service (1 April 2023 to 31 March 2024) is £35 per green wheeled bin. Residents are encouraged to subscribe by Friday 17th March 2023 to avoid any disruption to collections. Some of you will, no doubt, be aware that the current bus stop location on Bryning Lane presents a road safety risk. When a bus is stopped, any traffic turning left out of Beech Drive onto Bryning Lane may well meet oncoming traffic trying to overtake the stationary bus. Whilst this is entirely understandable the Parish Council felt it appropriate to raise this risk with Lancashire County Council. In addition, the Parish Council recognise the lack of shelter at this location for bus users during inclement weather. For these reasons, Lancashire County Council have agreed to move the bus stop on Bryning Lane a little further away from the Beech Drive junction. At the same time they will erect a clear glass bus shelter which will help those residents who regularly catch the bus at this location. [+ read more...] |

PARISH COUNCIL OF NEWTON-WITH-CLIFTON INVITATION TO TENDER Tender No 1 is for Maintenance of parks, playing fields and open space areas. Tender No 2 is for Maintenance of flowerbeds and other floral displays. Council invites expressions of interest from suitably experienced and qualified contractors to be included on an approved list in respect of providing the above services from 1st March 2023. The works require a comprehensive range of groundsmanship and horticultural skills to ensure the high standard of service delivery. Interested contractors will be required to provide information that demonstrates requisite experience of similar work for local authorities or other public/private sector entities. Yet again we have had a broken picnic bench at Newton Hall park. This time it is very clearly a deliberate act of vandalism. 2 legs of a picnic table have been broken off – this will have taken some significant force. The table has been taken away for repair as it presents a safety hazard. The incident has been reported to the PCSOs and CCTV footage is being reviewed. If anyone saw anything at all or has information that can narrow down the timeline please do get in touch with the Parish Council via the Contact Us button or inform the local PCSOs. LANCASHIRE COUNTY COUNCIL (LEA LANE, WOODPLUMPTON AND NEWTON WITH CLIFTON, PRESTON CITY, FYLDE BOROUGH) (TEMPORARY PROHIBITION OF THROUGH TRAFFIC) ORDER 2022 NOTICE IS HEREBY GIVEN that Lancashire County Council have made an Order under Section 14(1) (a) of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to temporarily prohibit traffic on the roads set out in this notice. 1. No person shall cause any motor vehicle to proceed over Lea Lane from its junction with Blackleach Lane to its junction with Saddle Roundabout. 2. Nothing in this order shall apply to persons engaged in the carrying out of the works. 3. The prohibition will be operative from 0001 hours on Monday 25th July 2022 until 2359 hours on Sunday 4th September 2022 or until completion of the works within this period. 4. Newton with Clifton Parish Council have erected a flag pole flying a Union Jack at the entrance to the Village Hall in honour of the Queen’s Jubilee. We hope you agree this is a lovely way to commemorate our Queen’s 70 years leading the nation. The pond at Newton Hall Park has unfortunately dried out recently. In part this is due to the dry weather we have had until the last week or so. But further investigation has also revealed an old field drain that will have contributed to this situation. Whilst it is normal for natural ponds to dry out occasionally the Parish Council are keen to ensure we are doing all we can to support our local wildlife. Lancashire Wildlife Trust have been informed and have agreed to come and assess the situation. A further update will be published in due course. [+ read more...] |

Update from the new Police & Crime Commissioner for Lancashire :- The front counter at Kirkham Police Station has now reopened between 9am until 1pm Monday to Friday. Members of the public will be able to use the service for general policing enquiries, and report crime. There is also an additional two sergeants and four dedicated neighbourhood officers covering the Fylde, allowing extra capacity for proactive police work. The neighbourhood officers will work alongside the existing 12 police community support officers (PCSOs) to focus on engagement, problem solving and targeting work. The immediate response team will be made up of 3 sergeants and 15 officers - taking the total dedicated officers and PCSOs in Fylde to 36, backed up by the broader resources of West Division as needed. With a view to increasing the number of trees in the parish, Newton with Clifton Parish Council agreed to take part in the ‘15 Trees for 15 Parishes’ initiative with Fylde Borough Council. A selection of trees including oak, lime, elm, alder, acer, sweetgum, silver whitebeam and valley pear have been planted by members of 1st Clifton Scouts and Scout Leaders from Fylde Network at Dixon Farm Mews in Clifton. National Lottery funding to help communities celebrate Her Majesty The Queen’s Platinum Jubilee Earlier this month, the National Lottery Community Fund launched the £3.5million Platinum Jubilee Fund, which will provide grants of up to £50,000 to 70 community projects across the UK, celebrating Her Majesty’s The Queen’s 70 years of public service in June 2022. In addition to The Platinum Jubilee Fund, grants of up to £10,000 from The National Lottery Awards For All programme will be available for community-led events throughout 2022. Arts Council England is also launching the Let’s Create Jubilee Fund, a £5million programme that will support voluntary and community organisations in England to develop creative and cultural activities as part of the Platinum Jubilee celebrations with grants of up to £10,000. The National Lottery Heritage Fund will also invest £5million in supporting communities across the UK to take action to help natural green spaces flourish, from wilding verges and sowing meadows, to digging ponds and creating highways for nature. Sport England will commit up to £5million towards a Queen’s Platinum Jubilee Activity Fund, which will open at the beginning of 2022 and focus on the role of sport and physical activity in tackling inequalities and building stronger communities. Unfortunately many local residents have suffered problems resulting from the recent flooding and, as autumn progresses, we are certain to get more rain and that is possibly going to mean more incidents of localised flooding. To increase the chance of these problems being addressed by the utilities company and Lancashire County Council it is important that everyone affected reports each incident. Click here to report non-urgent Surface Water Flooding to Lancashire County Council, or call 0300 123 6780 if flood water is entering your house or is over halfway across the road. Click here to report Sewage flooding in your home or garden to United Utilities, or phone 0345 672 3723. Given that the older areas of Newton have combined sewers carrying both raw sewage and surface water, it may be that reporting incidents to both authorities is the best way to ensure the appropriate authority is fully aware of the problem. Update on a Pond to support habitat for Great Crested Newts Earlier this year and following a neighbourhood consultation, the Parish Council agreed with Fylde Borough Council and the Lancashire Wildlife Trust that the natural dip at the bottom of Newton Hall Park would make a suitable location for the creation of a pond to support habitat for Great Crested Newts and other wildlife. The Parish Council are pleased to share this latest update from the Friends of Newton Community Park and would like to thank the group for their commitment to the park improvements for the benefit of the whole community. The work to renovate the play area and the Multi Use Games Area is due to start in the forthcoming weeks and will, inevitably, reduce parking spaces on the car park for the duration of the construction works. On school days this car park usually serves as a safe and convenient place for parents to drop off and collect children, so parents may need to find alternative parking places whilst the improvements are taking place. You will have noticed a ‘No Overnight Parking’ sign has been erected at the entrance to the car park. The mobile library is visiting Newton. The next visit is 10th August and will be at the village hall at 13:00 to 13:30. Prior to that the library will be at the shop on Bryning Lane then on School Lane approximately 1 and a half to 2 hours earlier. Thereafter the mobile library will be visiting every 3 weeks. Anti-Social Behaviour There have been numerous recent examples of anti-social behaviour in Newton, in particular, littering and broken glass at the Park and deliberate vandalism at the bus stop near the Ali Raj (Westbound on the A583). Where relevant these have been reported to the appropriate authorities by the Parish Council. If you see anti-social behaviour please do report it via the non emergency police phone number 101. A number of local service providers, including the Police, email out to residents regularly via "In The Know". This facility is also used for gathering feedback on local issues so worth registering. Update on a Potential Pond to support habitat for Great Crested Newts In February 2021, following an approach from the Lancashire Wildlife Trust and Fylde Borough Council, a consultation was launched regarding the creation of a pond at Newton Hall Park to support habitat for Great Crested Newts and other wildlife. The Parish Council have reviewed the consultation feedback in detail and consulted with other relevant bodies. In consultation with the Lancashire Wildlife Trust, we have now concluded that the site at the Park is a suitable location. Although the process took longer than initially anticipated, Lancashire Wildlife Trust have confirmed the availability of funding for this financial year. Consequently the Parish Council have agreed to the creation of a pond at the park as described in the consultation. Work will commence once the bird nesting season is over – likely August 2021. The new free Weight Management programme is for residents of Fylde who are over the age of 18. This is called CHANGE (Creating Healthy Activities and Nutritious Gains to Empower change). To be eligible for the programme clients should have a GP in Fylde or live in the Fylde area with a BMI between 30 and 39.9. The programme consists of 8 group sessions covering various topics from how to read a food label to how to cope with food cravings. Within the programme there will be opportunity for 1:1 support from our qualified coaches. The first session will be 1:1 where the client will discuss their goals. These sessions will be held online however, provisions can be put in place if people do not have access to the internet. After the 8-week programme there will be various options for the clients to carry on receiving support from us – this will depend on the individual. It has come to our attention that a sign regarding dog fouling has been erected on Ash Lane in Clifton. This sign uses inappropriate language and claims to be from ‘Clifton Parish Council’. Newton with Clifton Parish Council have been in touch with Fylde Borough Council’s Dog Warden on several occasions in recent months and will continue to press for measures to reduce dog fouling problems across the Parish. However we would like to ensure residents understand that this sign has not been erected by the Parish Council. We will arrange removal of this sign and, if possible, replacement with a more appropriate sign. NOTE – This Closure is CANCELLED Spen Lane will be closed to motor vehicles, cycles and pedestrians for approximately 20 metres either side of the Railway Bridge from 0800 hours to 1600 hours on Sunday 13th June 2021 or until completion of the works within this period. An alternative route for vehicular traffic affected by the closure is via:- Spen Lane - Kirkham Road - Carr Lane - Dowbridge B5192 – New Hey Lane - Spen Lane and vice versa. Please be vigilant when answering the door and be extremely cautious who you allow to enter your home. Newton, Clifton and Salwick operate a no cold calling Village policy and any concerns should be reported to the local Neighbourhood Police Team. If in doubt, call 101 to report a police issue, or call 999 if a crime is in progress.

A consultation on ward boundaries for Fylde has begun Have your say now via our consultation portal Today is the start of a ten week public consultation on proposals for new council wards and ward boundaries for Fylde Borough Council. Our consultation will close on 5 April 2021. After we have considered all representations made to us during this consultation, we intend to publish draft recommendations in June 2021. We will then hold a further period of consultation on our draft recommendations. Our final recommendations are expected to be published in November 2021. The local Police email out to local residents regularly via "In The Know". Their aim is to use this facility as their main contact with the community to keep them informed. For example, if there is a burglary on a particular road, they will send an alert email through In The Know to all residents that are registered in that area to make them aware and to ensure that they secure their properties. The Council and Environmental Services use this facility too, to keep residents aware of what’s going on. This is proving to be very useful in keeping in touch with the community, especially those that don't have social media, such as the elderly. [+ read more...] |

From Monday 4 January to Thursday 14 January 2021 temporary Christmas Tree collection sites will be in operation at the following locations :-
Alongside the Christmas Tree collection sites Fylde Borough Council will again be working with Trinity Hospice to offer the doorstep collections in Clifton, Kirkham, Lytham St Annes, Newton, Singleton, Staining, Wesham, Westby with Plumptons and Wrea Green on Saturday 9 January and Sunday 10 January 2021. Residents will be able to book a tree collection online and pledge a charitable donation to Trinity Hospice for the doorstep collection. The bookings site will be accessible on the Trinity Hospice website shortly and available up to early January, a link to the booking form will be set up on our Christmas web page as soon as this is live.
